Description

On a slow connection, choosing Regenerate on the backup codes menu used to close the menu right away, and nothing showed until the session verification card or the new codes arrived, which could take a long time.

Now the menu stays open while regeneration starts:

Regenerate shows a spinner and is marked busy, and the menu's other actions are disabled.
Escape and clicking outside don't close the menu while it's pending.
The menu closes as soon as a dialog opens (session verification or the new backup codes).
Failures close the menu and show in the section's existing error.

ActionMenu actions opt into this behavior with status: 'idle' | 'pending'. These actions reserve a fixed trailing Menu.Indicator column, so the label doesn't shift when the spinner appears. Actions without a status keep the menu's native close-on-click behavior.

Set as primary and Set as default still close on click. A held Set as primary menu moved with its row when the list re-sorted, so both are left out for now.

This moves all 12 ActionMenu consumers off the primitives close on click and onto the activated flag, even though only one action reports pending. It's also why controllers.md needs the "set pending in the same event as the click" timing rule. Could we keep native close for everything else with closeOnClick={action.pending === undefined}, so the hold path only runs for actions that opt in?

Addressed in ed9470f0ba. Ordinary actions now use native close-on-click. Only actions with an explicit status enter the activated/hold path.

This is the third copy of the role='progressbar' aria-hidden={undefined} aria-label override, after SubmitButton and the switcher. Worth adding a label prop on Spinner? Also, useSpinDelay's minimum display time has no effect here, since action.pending hides the spinner and the menu closes at the same time.
