Description

Adding a two-step verification method no longer drops the user onto a half-loaded setup screen.

Choosing Authenticator or Backup codes keeps the method list on screen, with a spinner on the chosen method, until the setup is ready. A failure shows as a banner on the list and the user can pick again.
A failed backup code regeneration from the section shows in the section error.
The Add button is disabled while an MFA action is running.
When an action needs reverification, the reverification step stays up until the profile has refreshed.

The authenticator view no longer has its separate "Preparing authenticator…" and "Try again" states, since the list now covers both.
