feat: add TreeTime v1 as treetime1 (latest nightly) - #300

TreeTime v1 is a rewrite of TreeTime as a standalone executable. Shipping it as treetime1, next to TreeTime v0 (the phylo-treetime package that provides `treetime` and that Augur imports), lets pathogen workflows opt in step by step without changing any existing build, as nextclade2 and nextclade3 did for Nextclade. - Download the latest nightly build, which TreeTime publishes on every change, so each image rebuild picks up the current TreeTime v1 until it has tagged releases
