fs.stat was missing; the send package reads it for every static response.

After CodeRabbit's review: the stat call goes through the platform interface (platform::statFile, POSIX and Win32), statSync honours throwIfNoEntry: false for ENOENT and ENOTDIR as Node 24 does, and the parity script runs the probe under --experimental-strip-types for the 22.15 engines floor. The Win32 statFile is written against the documented API without a Windows host to compile it on; the first Windows build of a program using fs.stat is the check it still needs.

Verification: node scripts/test-fs-stat.mjs → FS_STAT_PARITY_OK:15; tools/node-api: test-surface, test-docs-snapshot, test-declaration-compilation pass with the recorded overloads.
