Step 2 of 2, stacked on the monorepo PR (feat/monorepo-layout). Adds the Platform SDK as its own package, @base44/platform, instead of the @base44/sdk/platform/client subpath from #286. The client code is Oz's from #286 (co-authored), moved as-is. #286 doesn't need to merge first.

• packages/platform: @base44/platform@0.1.0, depends only on socket.io-client. It has unit tests, type tests, typedoc (warnings as errors) and a package test that packs it and checks the tarball, a runtime import, and declarations under NodeNext / Bundler / Node.
• Versioning. Each package keeps its own version. Manual Package Publish gets a package input (sdk / platform) that builds, bumps, publishes, commits and tags only that package (v… / platform-v…). The skills-repo notification stays SDK-only. Preview publish still covers only the SDK.
• publishConfig.access: public, so the first publish of the scoped package is public.
• Unit-tests CI runs the platform tests. The lockfile change only adds the workspace link.

Before release: @base44/platform isn't on npm yet. An npm org admin has to do the first publish (or register a trusted publisher against manual-publish.yml).

Follow-ups: base44/base44-platform-starter#50 and base44-dev/mintlify-docs#2323 switch to @base44/platform.

Tested locally: build, lint, 315 SDK unit tests; platform type tests, 27 unit tests, typedoc, package test; check_wix_proxy_steps.py.

Follow-up: a full monorepo layout

This PR keeps @base44/sdk at the repo root and adds only packages/platform. That keeps the SDK's publish workflows, docs scripts and deep imports untouched. The two packages are versioned independently.

In the next PR we'll finish the layout:

• move the SDK to packages/sdk and make the root a private workspace root
• per-package versioning and releases (e.g. changesets), with v… / platform-v… tags
• update the preview and manual publish workflows for both packages
