The full Relay ceremony test spends roughly ten minutes waiting for two real future Quicknet rounds. Allow the explicitly non-production rehearsal initializer to sign a shorter witness window, with a 12-second floor (four Quicknet periods), while retaining the 300-second default and the separate 24-hour production minimum.
This keeps the future-round and exact-beacon verification path real while making required PR feedback practical.
