fix(linting): install ruby-dev and build-base so mdl builds - #422

`gem install mdl` now pulls racc with a native extension; on alpine
without the Ruby headers extconf.rb fails ("can't find header files for
ruby") and every run-pre-commit call errors before a hook runs (seen on
all harvester PRs since 2026-10-15).

dagger/linting before v0.137.4 cannot install mdl (racc native extension without ruby-dev on alpine), so every call-pre-commit run failed before a hook ran (stuttgart-things/dagger#422). Problem:
