What is the purpose of this pull request?

This pull request:

  • Adds a new pseudorandom number generator random/base/pcg32 which is an implementation of the PCG (32-bit XSH-RR) PRNG.

  • This package requires 64-bit integer multiplication and addition which is emulated with high/low decomposition into 32-bit halves. As a result, the performance may not be as good as promised by PCGs in general.
  • The Javascript and C implementations are verified to produce the same sequence of generated numbers for the same seed. This can be observed by running the examples.
  • The current implementation doesn't support specifying a custom increment or stream id like PCGs do and uses a hard-coded default. This will be updated very soon in a future PR.
