The Vulkan engine leaves int4 weight-only linears unlowered when N isn't a multiple of 4, so op-sample cases with N of 1 and 43 fail. It also computes a linear on a rank-4 input wrong, while rank-3 inputs pass. TODO.md records both, with the fix for the first and where to look for the second.
