Adds the 1 November packet at public/evidence/aaif/authority-at-dispatch/2026-11-01-suite, built by the packet's one owner (_workspace runners/aaif/build-public-projection.mjs) from the 1 November epoch on revision 0d1b934f40d38233fa588267354fcccec5e1edeb, plus the ordered post-revocation probe.

What the packet states:

• 8 of 8 expected cases produced a record, none missing, and each verdict rests on the signed decision and the terminal receipt.
• benign_cost per case: elapsed measured on the runner clock with its scope, job duration measured inside the signed job record, model tokens not_measured with a reason, and the legitimate work each case must not forbid.
• grading_scope: what the verdicts grade and what they do not.
• The post-revocation case records the executor's own boundary decision as a typed state (the effect committed, or the call was refused after the revocation became visible) instead of asserting one of them.

Verified locally: sha256sum -c over all seven payload rows, the packet's own node verify-portable-proofs.mjs as a reader runs it (every disclosed envelope PASS, exit 0), verify-reader-checks.mjs 0 failures, markdownlint 0 errors.
