Merge main's 93 commits of docs improvements (including the split of admin-guide/authentication.md into the new managing-users-and-permissions section and password policy page) with this branch's own docs reorganization (Reviewing Dashboards / Using AI Features / Managing Alerts nav restructuring, blackout docs, and the 79-char rewrap pass). Resolved 12 conflicts across docs/, mkdocs.yml, and README.md; favored main's newer structure where the sides genuinely disagreed while preserving this branch's unique work and 79-character wrap convention. Only index.md pages should carry this section per project convention; fold the unique links into admin-guide/index.md instead.
