8380223: Refactor test/jdk/sun/util/resources TestNG tests to JUnit

Backporting JDK-8380223: Refactor test/jdk/sun/util/resources TestNG tests to JUnit.

This PR migrates CLDR and time zone tests from TestNG to JUnit.

This PR is not clean because it skips JDK-8354548 and JDK-8260555 for Bug8139107.java, which introduce a large dependency graph and only introduces minor changes to the test (timeout and additional try/catch enclosure).

This is a prerequisite for JDK-8381379, which is for parity with Oracle JDK.

Ran related tests on linux-x64, linux-aarch64, macos-aarch64 and windows-x64:

make test TEST=test/jdk/sun/util/resources

Results:

windows-x64-specific-test.log
macos-aarch64-specific-test.log
linux-x64-specific-test.log
linux-aarch64-specific-test.log
