Move the FooFrix image build and gallery replica to westus3. Use rg-foofrix-image-build-westus3 because Packer derives its build region from that resource group; changing azure.location alone does not move the VM.
Requires the West US 3 build resource group and Contributor grant from the companion infrastructure PR to be applied before running.
Validation: existing Packer configuration checks and focused pre-commit passed. Azure reports 100 available regional and DADSv5-family vCPUs in West US 3. No image build dispatched.
