Add rg-foofrix-image-build-westus3 and grant the existing image-build service principal Contributor on it. Packer derives its VM location from the existing build resource group, so the West US 3 image configuration needs this group. Update the image_build_resource_group output. Existing Central US resources are retained.
Validation: terraform fmt -check and terraform test (1 passed). West US 3 has 100 regional and 100 DADSv5-family vCPUs available. Apply this infrastructure before using the corresponding worker-images configuration change.
