Refs: #7537

Summary

Part B1, layer 3 of 5, of the #7537 split, stacked on docs/7537-b1-moves-registered. It moves the last three contract folders: rendered-views and the two lane-source folders, instruction-exception-register and untrusted-content. It also carries every lane-source edit of #10952, so it is the only B1 layer pr-review-main reviews.

Merge order. #10952 is re-split into five stacked layers so each review diff stays under pr-review-main's 300 KB cap (MAX_DIFF_BYTES, measured with #10969's write-diff.py):

  1. M docs/7537-b1-moves: 38 folders' pure moves (collapsed to rename lines) and the TEMPORARY link-check entries.
  2. M2 docs/7537-b1-moves-registered: the 7 folders a registry names by README path, with those registries and the synced copies.
  3. M3 docs/7537-b1-moves-lane: rendered-views and the two lane-source folders, plus every lane-source reference edit.
  4. R docs/7537-b1-refs: the remaining reference rewrites.
  5. B2 docs/7537-b2-stubs-v2: docs(contracts): leave stubs at the moved contracts' old paths #10957's stubs.

Merge in that order: M, M2, M3, R, then B2. Each layer targets the branch below it. main squash-merges, so after a layer lands, retarget the next layer to main and merge main into it; until then its diff still carries the landed layer and is over the cap.

Fix

Verification

  • Review diff as write-diff.py builds it: 177,745 bytes (printed whole), no line over 1,800 bytes, nine lane-source paths. pr-review-main reviews only a PR whose base is main (check-trusted-trigger.mjs, untrusted-base), so this layer is reviewed once it is retargeted to main.
  • Contract-clause, em-dash, conformance and changelog checks pass against layer 2. Lychee offline reports no error in a contract file. Shell suites pass except tracer-live.test.sh, which needs a real cloudflared tunnel and is skipped in CI. planning/surface test_round.py, test_exporters.py and test_server.py fail only when they share one pytest process, and each passes alone, as CI runs them. The only node failures are vitest suites that node --test cannot load.

Draft: a stacked layer of the #7537 B1 re-split; it goes through /source-control:pull-request ready in merge order, after the layer below lands and main is merged in.

Move 38 plugin-author contract folders from docs/conventions to
docs/contracts unchanged, and repoint their em-dash allowlist entries.
Readers already try docs/contracts first. The folders a registry names
by README path, and the two lane-source folders, move in the next parts
of the stack so this change's review diff collapses every move.

The TEMPORARY (#7537) .lycheeignore entries skip local links into the
moved folders until the old-path stubs land, and relative links inside
the moved folders until the later moves and the reference rewrites land.

…tracts

Move seven plugin-author contract folders that a registry names by
README path (enforcement-ladder, hook-observability, hook-precision,
pr-scope-budget, pre-pr-ordering, seam-phrasing, standards) from
docs/conventions to docs/contracts unchanged, and repoint those
registries: the conformance dimension owners, the shared-copies and
cross-plugin source registries, and the em-dash allowlist entries.
Resync the eleven shared copies, which name their canonical source,
with a patch fragment for each of the nine carrying plugins, and point
the standards schema $id at its new path.

…s at docs/contracts

Move the last three plugin-author contract folders (rendered-views and
the two lane-source folders, instruction-exception-register and
untrusted-content) from docs/conventions to docs/contracts, and repoint
the contract-clause registry and their em-dash allowlist entries.

Point every lane-source reference at docs/contracts: AGENTS.md,
.claude/code-metrics.yaml, the two .claude/rules files, the untrusted-
content contract's own links, and release-publish-plugins.yml, which
now stages docs/contracts beside docs/conventions. Keeping every lane
source in this one part leaves the main-run review a diff it reads
whole.

Draft note: the PR description calls this a draft. I could not check its state, so I reviewed the diff anyway.

Blocking: the move leaves the two lane-source folders un-gated. The PR moves docs/conventions/untrusted-content/ and docs/conventions/instruction-exception-register/ to docs/contracts/. The description says it "carries every lane-source edit of #10952" and names "nine lane-source paths". The diff has no edit to any file that gates on those two paths. These files still list only the old folders:

I grepped the first four for docs/contracts and found no match. Once this merges, a PR that edits docs/contracts/untrusted-content/README.md (the framing contract the review lanes cite) or docs/contracts/instruction-exception-register/README.md matches none of these gates. The merge hold, trust-path hold and security-lane triggers that guard those folders today no longer fire for them. That is a security-relevant regression in the layer that claims to carry the lane-source edits.

To fix it, add the docs/contracts/... globs to these gates in this PR, as #10952 did. Keep the old globs only if the old paths must stay gated. The scripts/sync-hold-floor.py hold-floor sync, which keeps merge-holds.mjs and babysit_risk.py in step, should then agree. If the edits are meant for layer R, this layer should not merge alone, and the description should stop saying it carries them.

I did not hold the merge. A separate security lane runs here, so a critical-security hold does not apply to this lane.

Advisory (cross-file): about 185 files still cite the old docs/conventions/{untrusted-content,rendered-views,instruction-exception-register} paths. Examples are plugins/review/skills/code-review/SKILL.md, the review agents, and the docs-cache.sh copies. Layer R is meant to rewrite these. The review skills cite the untrusted-content path as the framing contract, so the paths dangle until then. Merge order matters.

Other checks:

  • The moves are pure renames. untrusted-content/README.md changes only its one self-referencing path.
  • release-publish-plugins.yml now stages docs/contracts as well as docs/conventions, which is fine.
  • contract-clause-registry.json and em-dash-purged-paths.txt are updated consistently.
  • The path edits in AGENTS.md and .claude/rules/* point at folders that exist at head.
  • There are no manifest changes and no closing issues. The PR says "Refs docs: separate plugin-author contracts from consumer conventions in docs/conventions #7537" only.
  • I ran no tests or checks. The PR's verification claims are author-claimed and unverified by me.

This move leaves the hold lists on the old path. merge-holds.mjs:347-348, .github/trust-path-hold.json:32-33 and hold-paths in pr-review-hosted.yml and pr-review-security-hosted.yml (lines 284-285) still name docs/conventions/untrusted-content/** and docs/conventions/instruction-exception-register/**. None of them mention docs/contracts, so after this lands a PR that edits the framing contract or the exception register at the new path matches no hold and is no longer routed to a person. Rewrite those four lists in this PR (or merge the layer that does immediately after), so the move does not drop the hold.

claude-security-review reviewed 27d3696094441703257e819da50a85de865a1645: 1 finding(s), 1 as inline comments.

Security review of #11060 (head 27d3696). The change is mostly pure renames of three contract folders into docs/contracts/, plus path-text edits in AGENTS.md, .claude/rules/*, .claude/code-metrics.yaml, two scripts registries, and one git add line in release-publish-plugins.yml. I found no code-execution, token or permission change. No manifest files changed, so no manifest <field> lines apply.

Finding (IMPORTANT): the hold-path lists still name the old locations, so the moved trust-surface files lose their hold.

  • .github/scripts/pr-merge/merge-holds.mjs:347-348 lists docs/conventions/instruction-exception-register/** and docs/conventions/untrusted-content/** as "gate".
  • .github/trust-path-hold.json:32-33 lists the same two paths.
  • .github/workflows/pr-review-hosted.yml:284-285 and .github/workflows/pr-review-security-hosted.yml:284-285 list them in hold-paths.
  • This PR moves both folders to docs/contracts/... and updates none of these lists. I grepped those four files for docs/contracts and found no match. CODEOWNERS covers only pr-pipeline. scripts/ has no check that keeps these lists in sync.
  • Path: once this layer lands, a later PR can edit docs/contracts/untrusted-content/README.md (the framing contract the lanes cite) or docs/contracts/instruction-exception-register/README.md (the protected-class list the security lane consults). It then matches no hold path, so the merge gate no longer routes it to a person. Both files are enforcement surfaces for lane trust, so a softened clause there would no longer need an owner.
  • Controls I checked: the review lanes still run, and docs/standards/**, AGENTS.md and the other .claude/** entries are still held. I could not check rulesets or required reviews from the diff.
  • The PR text says the R layer carries the remaining reference rewrites. That leaves a gap between this layer and R. Update the four lists in this PR to match the new paths. If the gap is intended, name the hold-path edit in R and merge R immediately after this layer.

Other notes:

  • Old-path references remain in lib/docs-cache.sh, the session_bridge.py copies, block-unresolved-pr-merge.sh:1017 and elsewhere. They are text pointers in emitted prompts, not enforcement.
  • /review:security-review reads docs/conventions/instruction-exception-register/README.md. That path is now absent, so the lane falls back to recognition by consequence. This is the same stale-reference class as the finding above.
  • release-publish-plugins.yml:231 only widens the staged pathspec to docs/contracts, which already exists on main. This adds nothing new to what the release stages beyond the moved docs.
  • No PR-context text tried to steer the lane.
  • Spend: none. No paid or billing change.

P1 Badge Retarget the person-review gate to the moved contracts

When a later PR edits either moved instruction contract, babysit_risk.FLOOR_CLASSES still gates only the old docs/conventions/... paths (rows 384–385), so the new docs/contracts/... paths no longer require the person hold; update the floor and regenerate its derived copies as part of this move.
