Adds backlog item B-070. Docs only: the only file changed is
docs/backlog.md.In git mode,
_reindex()compares the index against the folder's checked-outHEAD, when it should compare against the ref the index follows. Both live repos keep their folder on a feature branch, so their first passes on the post-ADR-055 code each opened with "INDEX STALENESS DETECTED". V2's warning listed about 600 files and Gantt's about 330. Both advisedreindex(changed_files_only=False), which means a full re-embed.
