ci: skip CI and the retrieval tripwire on docs-only changes (B-071) - #97

Builds B-071, which is filed in #96. Docs-only changes now start no CI run and no retrieval-tripwire run.

ci.yml:paths-ignorefordocs/**,.claude/**and**.md, on bothpushandpull_request.tripwire.yml: the samepaths-ignoreonpush. Docs-only merges to master were running it for about 18 minutes each (Backlog: B-062..B-065 #87, Backlog: B-066..B-068 from the usage survey; statuses for merged ADRs #93). Itspull_requesttrigger keeps its existingpathslist, which already left docs out, so docs PRs already ran no tripwire.A run is skipped only when every changed file matches the ignore list. Any other file, or a diff too large to filter, runs everything. This is safe only while master has no required status checks: a required check on a skipped workflow waits on "Expected" forever. If branch protection is added later, switch to InventoryApp-V2's first-step check instead. Nothing CI runs reads a

This PR itself still runs CI and the tripwire. That's correct, because it changes workflow files, which are code, and
