Merge only after the v1.0-RC2 release is published: until then its install.sh returns 404 and build:installer fails. Signed-off-by: Guanzhou Song <guanzhousong@microsoft.com>
The RC2 documentdb-local image sends anonymous usage telemetry by default; 0.117 images don't. Signed-off-by: Guanzhou Song <guanzhousong@microsoft.com>

documentdb.io/install.sh still serves the RC1 installer, and the package guide, image table and versioning post point testers at RC1.
This pins the installer to the v1.0-RC2 release asset (sha256
b9d16b3b…, identical topackaging/install.shat the tag and to the tested bundle) and moves the RC references to RC2. The RC2 image is the first with default-on usage telemetry, so where the site offers it, it names the opt-out. Nothing says thelatest(0.117) image sends telemetry, because it doesn't.Do not merge before the v1.0-RC2 release is published. The build downloads
install.shfrom the release, which 404s while it is a draft, so CI on this PR fails until then.
