What was done

Bring development into main through the normal branch merge. This includes the Dependabot development-target configuration and CI handling, MkDocs virtual-environment path fix, package JSON metadata preservation, image-library/security dependency changes, the current version bump, and IoT documentation updates.

This draft replaces #881. The CLI scaffolding fixes and approval policy will be included automatically after their PR merges into development.

Dependencies

• Merge fix: repair CLI scaffolding validation and gate custom runs #886 into development FIRST: fix: repair CLI scaffolding validation and gate custom runs #886
• Keep this PR in draft until that merge is included and the GitHub environment/required-check setup is ready.
• The old required scaffolding workflow builds main and cannot validate its own repair. A repository administrator must arrange a controlled ruleset exception for the initial main merge, then require the new CLI scaffolding required check. No repository settings have been changed by this work.

Validation checklist
