What was done

Repair scaffolding validation by resolving MES versions from numeric release tags, correcting generated package paths, adding disposable packing content, and skipping legacy Tests builds that require the unavailable LBO SDK. Add dev/prod VS Code tasks using act, the devcontainer feature, and brief contributor instructions.

Validate pinned PR/manual commits after environment approval and validate main automatically after merges. Keep one stable required check so failed prerequisites cannot be hidden by skipped jobs. PR validation runs on creation and code updates; local act runs include uncommitted changes and retain artifacts outside the repository.

Approval environments, environment secrets, and the main required-check configuration must be prepared for rollout. The settings guide remains local and uncommitted.

Validation checklist

• Shell syntax, whitespace, and NuGet minimum-age checks passed.
• Focused local act source-selection and uncommitted-checkout checks passed.
• Target branch is development.
• Full MES matrix and production-registry execution. MES 10 remains blocked locally by missing cmf-docs-area-designsystem@release-10217 on the dev registry.
• Configure the approval environments and update the main required check before rollout.
