Materialize portable authored inputs through the existing importer while refusing credential values and authored destination files. Preserve each environment’s own runnable bindings and carry its actual publication root in the generated cell inventory.

…ents The Google OAuth impersonation and STS token sources return status plus response body in an untyped error. Preserve only the recognized HTTP status so a refused signer credential is distinguishable from a KMS transport failure; never print the response body. Reuse the existing custody transport and add a sanitizer regression. CloudKMS package tests pass.
Reuse the existing cell derivation and completeness checks when assembling signed module publications for a direct deployment branch. Do not rebuild images or alter release signatures just to update the delivery source branch.

Consolidated into #1117, which contains the remaining profile import, supplied-secret and published-cell rendering behavior together with Azure secret publication and release signing. Already-merged implementations were reused rather than duplicated. #1117 is rebased onto main and its full applicable GitHub CI is green on
6a45ac4e2799456c36237eb87eaf62ad1461a99a.Closing this overlapping PR preserves one PR for the Azure delivery feature in this repository. No feature code is discarded; this PR's remote branch is retained.
