fix(backend): correct salted password digests and accept every documented hasher - #10504
The createUser() JSDoc has the md5_salted and sha256_salted digest format backwards. It says salt$hash, but the Backend API expects hash$salt.
The salted hasher in clerk_go documents the format as <hash>$<salt> (pkg/hash/salted.go#L24). Its decode (L76–107) splits on the first $, reads the fixed-length hex hash from the front, and treats everything after it as the salt, which can contain $. A digest built from the current docs gets rejected unless the salt happens to be a hex string of the right length.
I also moved the _hash: bullet above _salt: in both entries so they follow the format.
The PasswordHasher type also rejected both hashers, so TypeScript callers needed a cast to use them. Same for four other documented hashers: bcrypt_peppered, pbkdf2_sha512, pbkdf2_sha512_hex, and sha512_symfony. All six are now in the union, matching the hashers clerk_go supports. hmac_sha256_utf16_b64 stays out since the JSDoc doesn't document it.
…() JSDoc
The Backend API reads `md5_salted` and `sha256_salted` digests as `hash$salt`, so the JSDoc now says that instead of `salt$hash`.

The PasswordHasher union adds bcrypt_peppered, md5_salted, pbkdf2_sha512, pbkdf2_sha512_hex, and sha256_salted. The md5_salted and sha256_salted password-digest documentation specifies hash$salt instead of salt$hash. A patch changeset records these updates.
Typed callers using hmac_sha256_utf16_b64 need a cast despite the Backend API supporting it; adding the union member is a small follow-up.

Explanation
The title names the two main changes: correcting the salted password digest format in the createUser() JSDoc and accepting every documented hasher in the PasswordHasher type. It uses the conventional fix(backend) prefix and is specific to the changeset. The title is 80 characters, which is slightly long but still readable.
Full details: Description check
Explanation
The description explains the change in detail. It says the md5_salted and sha256_salted digest format was documented backwards (salt$hash instead of hash$salt), and it cites the clerk_go salted hasher as evidence. It also says the PasswordHasher union rejected six documented hashers, which forced TypeScript callers to cast, and that the change adds them. This matches the raw summary and the PR objectives.

The createUser() JSDoc documents six hashers the type rejected, including `md5_salted` and `sha256_salted`, so TypeScript callers needed a cast to use them.

Add hmac_sha256_utf16_b64 to PasswordHasher.
The migration contract accepts this hasher and forwards it unchanged as password_hasher to POST /v1/users. The public createUser() type rejects typed callers that provide this supported value.

@coderabbitai on adding hmac_sha256_utf16_b64 to PasswordHasher: skipping for this PR. The createUser() JSDoc doesn't document that hasher or its digest format, so adding it to the type would leave typed callers with a value they can't look up. It belongs in a change that documents it too.

@manovotny Understood. Leave hmac_sha256_utf16_b64 out of this PR. A follow-up can add it to PasswordHasher and document its digest format in the createUser() JSDoc together.
