chore(mosaic): add layer boundary, test and effect lint rules - #10426
Adds lint rules to @clerk/mosaic that catch patterns agents keep writing. All of them load only through packages/mosaic/eslint.config.mjs (pnpm lint in packages/mosaic).
Layer boundaries (eslint-plugin-boundaries) replace the no-restricted-imports guards in packages/mosaic/eslint/config.mjs:
Layers import down: features, then blocks, modals and queries, then the shared layers, then primitives. Blocks may import features/reverification as a named exception.
Views and controllers cannot value-import Clerk data hooks, message catalogs, queries, useMosaicEnvironment, useMosaicRouter or useMosaicSupportEmail.
Models cannot import useState/useReducer or value-import a view or controller. A controller cannot value-import its view.
switcherBusyKeys moved from the switcher view to switcher.types.ts, since the controller imported it from the view.
Test rules (@vitest/eslint-plugin): no-focused-tests, expect-expect and no-identical-title. Six duplicate test titles were renamed, and two isolation tests that only leave work running for the next test carry a disable with a reason.
Effect rules (eslint-plugin-react-you-might-not-need-an-effect, strict) on non-test files in src/features/**. Two reverification effects that sync with state changing outside the component carry a disable with a reason.
AGENTS.md: the reuse table points at the current files, and the Lint section names the new rules.
Each rule set is its own commit.
