refactor(mosaic): compose the API keys table model in its wrapper - #10443
Brings the API keys table in line with the documented model → controller → view wiring, matching the members table.
The wrapper now composes useAPIKeysTableSearchController → useAPIKeysTableModel(query) → useAPIKeysTableController(model). The controller no longer calls the model itself.
Search debounce uses useDebouncedAsync (500ms, trimmed) instead of a hand-rolled setTimeout.
The reset to page 1 moves into the model as an effect on query, as in the members model and the legacy @clerk/uiAPIKeys component.
One small behavior change, matching legacy: the page resets only when the trimmed query changes, so a whitespace-only edit no longer jumps back to page 1.

The API keys table now uses a separate search controller to manage input and produce a trimmed, debounced query. The table wrapper creates a model from the subject, page size, and query, then passes it to the table controller. The model fetches page 1 when the query changes.
clerk/javascript#10421: Rebuilds the styled Table and migrates the API keys table to direct search and pagination props.
clerk/javascript#10426: Adds Mosaic layer rules for separating models, controllers, and views.
clerk/javascript#10414: Adds the headless Table primitive and identifies API keys table migration as follow-up work.
