chore(deps): bump bootstrap component versions to current latest - #33

Bring butleradm bootstrap defaults up to current upstream. Pinned
versions were 8-15 minor releases behind on Butler Labs charts and
4-7 minors behind on infra components. Two install paths used
:latest tags (server.image.tag, frontend.image.tag for butler-console)
and have been removed so the chart appVersion drives image tag,
restoring reproducible installs.
Butler Labs:
- butler-api: v0.15.0 -> v0.17.0
- butler-controller chart: 0.12.2 -> 0.27.0 (image 0.26.0 via appVersion)
- butler-crds chart: 0.6.0 -> 0.20.0
- butler-addons chart: 0.1.0 -> 0.8.4 (installer + controller override)
- butler-console chart: 0.4.1 -> 0.13.1 (image 0.14.1 via appVersion)
- butler-console: remove server.image.tag=latest and
frontend.image.tag=latest --set overrides
- Steward chart: 0.3.0 -> 0.4.0
- cluster-api-control-plane-provider-steward: v0.1.0 -> v0.3.0
(trustd / workerBootstrap support)
Infrastructure:
- Cilium: 1.17.0 -> 1.19.4
- cert-manager: v1.16.2 -> v1.20.2 (1.18 default RotationPolicy=Always
and RevisionHistoryLimit=1; fresh bootstrap unaffected)
- Longhorn: 1.7.2 -> 1.11.2 (1.10 requires v1beta2 migration from
v1beta1; fresh bootstrap unaffected)
- Gateway API CRDs: v1.2.1/v1.2.0 mismatch -> v1.5.1 (resolves
installer.go vs controller.go inconsistency)
- CAPI providers: nutanix v1.4.0 -> v1.8.4, vsphere v1.11.0 -> v1.16.1,
proxmox v0.6.0 -> v0.8.1, gcp v1.8.0 -> v1.11.2, aws v2.7.0 -> v2.11.1,
azure v1.17.0 -> v1.24.0
Module:
- sigs.k8s.io/controller-runtime: v0.22.4 -> v0.22.5
- k8s.io/{api,apimachinery,client-go}: v0.34.1 -> v0.34.3 (patch)
- config/rbac/role.yaml regenerated via controller-gen against
butler-api v0.17.0 CRDs
Deferred to follow-up (major bumps; risk policy):
- kube-vip v0.8.7 -> v1.1.2 (0.x -> 1.x)
- Traefik chart 34.3.0 -> 40.2.0 (6 chart-major jumps)
- CAPI kubevirt v0.1.9 -> v0.11.2 (pre-1.0 with 10 minor jumps;
coordinate with butler-provider-harvester)
Verification: go build, go vet, golangci-lint clean (same debt as main,
no new findings). Unit tests blocked locally by envtest binary
download (403 from kubebuilder release index) - environment-only,
not code.

Audit MR #33 batched butler-cli/butler-bootstrap version updates including infrastructure components alongside Butler Labs components. Butler Labs bumps are validated work where breaking changes are known. Infrastructure bumps batch multiple minor versions of foundational components together without validated test-bootstrap cycles. Reverting infrastructure pins to pre-audit values to restore last-known-good bootstrap stack while preserving Butler Labs progress. Future infrastructure updates will go through individual validate-and-ship cycles rather than batch audits.
