Audit MR #33 batched butler-cli/butler-bootstrap version updates including infrastructure components alongside Butler Labs components. Butler Labs bumps are validated work where breaking changes are known. Infrastructure bumps batch multiple minor versions of foundational components together without validated test-bootstrap cycles. Reverting infrastructure pins to pre-audit values to restore last-known-good bootstrap stack while preserving Butler Labs progress. Future infrastructure updates will go through individual validate-and-ship cycles rather than batch audits. Reverted to pre-audit values: - Cilium 1.19.4 -> 1.17.0 - cert-manager v1.20.2 -> v1.16.2 - Longhorn 1.11.2 -> 1.7.2 - Gateway API v1.5.1 -> v1.2.1 (unified across installer and controller; original v1.2.1 / v1.2.0 mismatch from pre-audit state stays fixed at v1.2.1) - CAPI nutanix v1.8.4 -> v1.4.0 - CAPI vsphere v1.16.1 -> v1.11.0 - CAPI proxmox v0.8.1 -> v0.6.0 - CAPI gcp v1.11.2 -> v1.8.0 - CAPI aws v2.11.1 -> v2.7.0 - CAPI azure v1.24.0 -> v1.17.0 Preserved from audit (Butler Labs): - butler-api v0.17.0 - butler-controller chart 0.27.0 - butler-crds chart 0.20.0 - butler-addons chart 0.8.4 (aligned across installer and controller override) - butler-console chart 0.13.1 with appVersion driving image tag (server and frontend image.tag=latest overrides stay removed) - Steward chart 0.4.0 - Steward CAPI provider v0.3.0 - go.mod controller-runtime v0.22.5, k8s.io v0.34.3

Reverts infrastructure component pins to pre-audit values while preserving Butler Labs component bumps from #33.
See commit body for full revert list and rationale. Phase D validation on dev was performed on the pre-audit infrastructure stack; the audit's batched infrastructure bumps were not validated against a bootstrap cycle. Restoring pre-audit infrastructure pins brings bootstrap back to last-known-good before any new tenant uses these versions.
Butler Labs bumps stay because those are this team's own work with known breaking changes.
