Summary
Bumps the pinned Rust toolchain from 1.95.0 to 1.96.0. This updates the channel in rust-toolchain.toml, the rust-version field in the workspace Cargo.toml, the RUST_VERSION arg in the dev container Dockerfile, and the toolchain pins across all CI workflows. The workspace was verified to check cleanly against 1.96.0 locally.
