Summary
Backports the Rust toolchain bump from 1.95.0 to 1.96.0 to the release/v1.1.x (Beryl) line, mirroring the mainline change in #72. It cherry-picks the same commit, updating the channel in rust-toolchain.toml, the rust-version field in the workspace Cargo.toml, the RUST_VERSION arg in the dev container Dockerfile, and the toolchain pins across all CI workflows. The branch was verified to check cleanly against 1.96.0 locally with cargo check --no-default-features --features anvil/cli -p anvil -p forge.
