Which issue does this PR close?

No issue filed. This keeps the macOS PR build running past the macos-14 image retirement.

Rationale for this change

GitHub retires the macos-14 runner image on November 2, 2026 (actions/runner-images#13518). It is already cancelling jobs on it during scheduled brownouts. For example, Build Native Library (macOS) was cancelled on #7337 and #7349 with "This job failed because of a scheduled macOS 14 runner image brownout." After the retirement date the macOS PR build would fail on every pull request.

What changes are included in this PR?

Moves both jobs in pr_build_macos.yml that pin macos-14 (the native library build and the aarch64 test matrix) to macos-15. Both images are Apple Silicon, so the aarch64 coverage is unchanged.

How are these changes tested?

The macOS PR build on this pull request runs on the new image.

Both the native build and the test matrix now select macos-15, and the release-branch backport successfully exercised that runner. On this PR at 2d168e89, however, both the upstream and fork macOS jobs were skipped. The testing section currently says this PR ran on the new image. Could we run the main matrix with the run-macos-tests label and update the testing section with the result? Skipped upstream job · Skipped fork job
