GitHub retires the macos-14 runner image on November 2, 2026 and is already cancelling jobs on it during scheduled brownouts. (cherry picked from commit 2d168e8)

Both macOS jobs now select the same Apple Silicon runner. I verified that the native build and artifact upload ran on macos-15 and that all four Spark 4.0/JDK 17 shards passed. I’m approving this runner change for branch-1.1. Once #7350 lands, please re-pick its squash commit with -x before merging so the release audit can trace it back to main. macOS CI run · Backport guide

GitHub retires the
macos-14runner image on November 2, 2026 (actions/runner-images#13518) and already cancels jobs on it during scheduled brownouts. After that date the macOS PR build would fail on every pull request againstbranch-1.1.What changes are included in this PR?
Cherry-pick of the #7350 commit: moves both jobs in
pr_build_macos.ymlthat pinmacos-14(the native library build and the aarch64 test matrix) tomacos-15. Both images are Apple Silicon. The pick applied cleanly.How are these changes tested?
The macOS PR build on this pull request runs on the new image.
