Description

Bumps the forced org.apache.kafka:kafka-clients dependency in sdks/java/io/expansion-service/build.gradle from 3.9.0 to 3.9.2.

Motivation

On JDK 24+ (e.g. beam_java25_sdk), JEP 486 permanently disables the Security Manager, causing Subject.getSubject(AccessControlContext) to throw an unconditional UnsupportedOperationException during Kafka SASL/OAUTHBEARER authentication callbacks.
Kafka 3.9.1 backports KAFKA-17078 (SecurityManagerCompatibility reflective shim), allowing Kafka clients to safely resolve the current Subject via Subject.current() on modern JDKs without introducing breaking changes.
Fixes #39789.
