chore: add governance rules for all UCP repos

Description

This PR adds all the governance rules (.yml) for the all the repos under Universal-Commerce-Protocols. For the new governance rules to be enforces, we'll still need to add specific workflows in each individual repos (python-sdk example: https://github.com/Universal-Commerce-Protocol/python-sdk/blob/main/.github/workflows/governance.yml), so for the time being this PR is a no-op
