Go NIP execution receives an execution mode, but Nitro cannot independently relax base-fee, priority-fee or funding checks. Add opt-in VM flags for the consumer to apply that mode while preserving fee values and native defaults.

Cap relaxed ordinary-transaction fee payouts to the price actually charged, and preserve ArbOS system/retryable behavior. Simulation funding keeps value transfer and unused-gas refunds. Preserve the submitted priority fee for opt-in validation when ArbOS disables paid tips; otherwise Mining could accept a priority fee above its cap.

Validated with GOMAXPROCS=4 mise exec -- go test -p=2 -count=1 ./go-ethereum/core ./arbos -run '^TestExecutionValidation' (both passed). The ArbOS priority regression was red before the fix. Tests also cover actual transition balances, fee opcodes, simulation refunds, oversized fee fields and native defaults.

Only Go sources changed. The consumer requires revision-named copies of the unchanged native archives for linux, linux-arm64 and macos. tenderly-core#26272 enables the controls only for NIP Execute and BuildBlock; native RPC paths remain unchanged. polygon-bor#2 supplies the equivalent Bor controls.

Archive publication for 8888a0dad9a7 is pending: the configured service account lacks storage.objects.create. A build-artifact publisher can copy the three existing 603eee543bd6 archive objects to the new revision names without changing latest or rebuilding native sources. The core consumer PR stays draft until that is done.
