ci: repair the hub ratchet and snapshot test build on main

Why

main fails the required Repo Hygiene Gate, and its test target does not compile. Both come from PRs that merged before their CI finished, so every open PR is blocked.

Change

• Hub ratchet: fix(mcp): refuse every server start while MCP is off #3368 made AppDelegate name RecoveryConnectionList. The quit-time save moves into SessionRecoveryTracker.saveOnQuit(), which also skips the write on the unit test host like sync().
• The baseline records the counts the merged removals lowered.
• ChromeSnapshotTests still treated MainMenuBuilder.build as returning an NSMenu, from before refactor(coordinator): build the menu bar without side effects #3360. It now reads BuiltMainMenu.
• The snapshot is re-recorded for what merged since: Server-Side Export (refactor!: remove Server-Side Export #3373) and the dashboard toolbar item (refactor!: remove the SQLite and DuckDB dashboards and toolbar item #3379) are gone, and Edit > Data is hidden outside data file windows (feat(hig): show Edit > Data only in data file windows #3364).

Verified

check-hub-ratchet.py fails on main and passes here. ChromeSnapshotTests, the main menu suites and RecoveryConnectionListTests build and pass.
