Why
Parquet is the one export format that ships from the plugin registry. Without it installed, the Export dialog never mentions it; and since #3382 removed Settings > Plugins > Browse there is no way in from the app at all.

Tests cover the offer list, the registry lookup by plugin id (found, missing), and the settings rollback for a plugin added after the dialog opened. No UI test: the flow downloads from the live registry.
