chore: stop denying missing_docs - #10

Five crates denied it. Nothing in the tree is undocumented today, so this changes no file and no build — it stops the next public item from being required to carry a sentence. Recorded because it is easy to misread as a saving: the lint's floor was one summary line per public item, 793 lines across the workspace, which is 3% of it. The comment volume was never the lint.
