Adds fill-constraints, which measures every circuit that already carries the constraints tag and writes k and rows into it. The values exist only on the compiler terminal output, so each measurement source compiles once under a pty and the progress lines are parsed. A library module is measured through the mock contract that exports its circuit names; presets compile themselves. * measure: portable-pty compile, escape and redraw cleanup, proof filter from contract-info.json, and the .circuit-info.json cache in the shape the TypeScript builder writes so both tools share it. * source: overrides, then self globs, then mock templates. * fill: rewrite only the tag value; unmeasured circuits stay as they are and exit 1; --no-compile reads the cache; --dry-run writes nothing, the cache included. * tests: a fake compact script drives the pty path in CI; a captured transcript pins the parser.

The root .gitignore drops every .circuit-info.json, so the cache the fill-no-compile case reads never reached CI and the test failed there.

Bare fences trip markdownlint MD040 and give the renderer nothing to go on.
normalize popped on every `..`, so a parent-relative constraints template or CLI path lost its leading `..` and first_existing probed a path under the working directory instead of beside it. Only cancel a `..` that has a real component to cancel.

Source edits saved during compilation are lost.
run reads every source into Work.text before compilation starts. After the compiler finishes, fill_file writes apply(&file.text, ...) over the whole file and does not check the current contents. A ZK compile takes from seconds to minutes. An edit saved in that time is replaced by the old text.
Failure scenario: start fill-constraints on a file with a @constraints annotation. While the compiler runs, save another change to that file. When the compiler finishes, the command fills the annotation, exits 0, and the saved change is gone.
The same read-then-write order is still present at the #189 head (fill.rs:115 and fill.rs:324).
Fix: read each file again before the write and compare it with the captured text. If it changed, do not write, and report an error that names the file. Add a regression test that changes a source while a fake compiler waits.

NO_COLOR=1 stops measurement and erases the cached values.
The compiler inherits the user's environment. With NO_COLOR set, compact compile does not print the per-circuit progress lines that the parser reads, so the measurement list is empty. The empty list then replaces the cache entry.
Reproduce with compiler 0.34.0, [constraints] self = ["*.compact"], and:
pragma language_version >= 0.22.0;
import CompactStandardLibrary;
export ledger count: Counter;
/**
* @description Runs.
* @constraints k=?, rows=?
*/
export circuit run(): [] { count.increment(1); }
- Without
NO_COLOR:@constraints k=?, rows=? -> k=5, rows=23, exit 0. - With
NO_COLOR=1:circuit run has no measurement,1 unmeasured, exit 1. - After the
NO_COLOR=1run,.circuit-info.jsonholds"P.compact": [], so--no-compilealso fails until the next full compile.
Some CI setups and developer shells set NO_COLOR. The #189 head still sets only TERM (measure.rs:206).
Fix: remove NO_COLOR (and any other variable that turns off the progress output) from the compiler's environment, and keep it for the linter's own output. Treat a successful compile that gives no measurement for a circuit in contract-info.json as an error, and do not replace the cache in that case.
Depends on #184, merge after.
