Releases 0.4.0 for the 5 Oct demo. There have been no releases since 0.3.1 (15 Aug). It's a minor bump rather than a patch because the project is pre-1.0 and this range includes breaking changes (#397, #255, #362).

Changes

• Cargo.toml: the workspace version goes from 0.3.1 to 0.4.0, and the openvtc-core requirement from 0.3 to 0.4.
• openvtc-core/Cargo.toml: openvtc-vetting-pcs goes from 0.3.1 to 0.4.0.
• Cargo.lock: only the three workspace crates move (cargo update --workspace).
• CHANGELOG.md: [Unreleased] becomes [0.4.0] - 2026-10-04, headed by a Major changes summary (vetted admission, guided join, DTG Credentials v1, personas and faces, communities, security, transport and setup, TUI) and a Breaking section. The detailed entries are unchanged below it, and an empty [Unreleased] stays at the top.

Notes

• Merge order with feat(vetting): held statements get a tab of their own #423. If feat(vetting): held statements get a tab of their own #423 (the held-statements tab) merges first, I'll rebase so its entry lands in 0.4.0. If this merges first, feat(vetting): held statements get a tab of their own #423's entry needs moving into a fresh Unreleased section.
• Tagging and publishing are manual (chore: make the workspace publishable to crates.io (manual releases) #422) and not part of this PR.

Testing

• cargo clippy --workspace --all-targets -- -D warnings passes.
• git grep 0.3.1 finds no stray references outside the changelog and lockfile.
