#25 was merged into drop-non-functional-default on 29 September, five days
after #24 had already merged that branch into main, so its commit never
reached main and the README has no handle_pending_component entry. This
re-lands 8f280d7 unchanged.

The content was reviewed in #25.

`handle_pending_component` landed in #20 and is the only `FdOps`
callback
without a README section.

Three things an implementor cannot get from the signature: it is called
in
`Idle` only and leaves no `GetStatus` trace, DSP0267 Table 44 allows
`ActivationNotRequired` as well as `Success` and
`ActivatePendingImageNotPermitted`, and a `0xFFFF` classification means
the
identifier is a downstream device index, passed through unchanged.
