This frontend PR is related to the #2468 OneCommunityGlobal/HGNRest#2468 backend PR.

Main changes explained:

• Remove the duplicate cost-chart pair from WeeklyProjectSummary; render the pair within FinancialsTrackingSection.
• Share the selected project and category with the tracking chart so both charts respond to the same filters.
• Update CostPredictionChart to use the project cost tracking service and filter its data by the selected category.
• Display an error when project expense data cannot be loaded.

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to /bmdashboard/totalconstructionsummary
6. Under Financials Tracking, verify the duplicate chart pair is gone and that Building 3 / Overall totals match the recorded expenditures.
