To test this backend PR you need to checkout the #5779 (OneCommunityGlobal/HighestGoodNetworkApp#5779) frontend PR.

Main changes explained:

• Update bmActualVsPlannedCostController.js to return actual and planned totals from persisted expenditure records, grouped by category.
• Remove randomized cost estimates from the endpoint.
• Add controller tests for expenditure-backed totals, invalid project IDs, projects with no expenditure records, and database errors.

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to /bmdashboard/totalconstructionsummary
6. Under Financials Tracking, verify the duplicate chart pair is gone and that Building 3 / Overall totals match the recorded expenditures.
