Keep CRE control IDs unique within the catalog.

If two root CREs have the same external ID but different names, this line gives both controls the same ID. Node_collection.add_cre permits those records because it matches on both name and external ID. The resulting /rest/v1/root_cres?format=oscal catalog has ambiguous control references and violates OSCAL’s document-scoped identifier rule. Resolve duplicate CRE identities before export, or assign distinct, stable control IDs. (raw.githubusercontent.com)

Review comment at @application/utils/oscal_utils.py at line 109:
Update the OSCAL control ID assignment that uses doc.id so controls with the
same external ID but different names receive distinct, stable IDs within the
exported catalog. Resolve duplicate CRE identities before export or derive
unique IDs at this assignment point, while preserving uniqueness across the
catalog.
