fix(oscal): export CRE lookups as valid OSCAL catalogs - #1177
format=oscal returned a 500 for every CRE-centred endpoint:
/rest/v1/id/<id> and /rest/v1/name/<name>: web_main.py calls document_to_oscal(cre), but uuid and last_modified were required positional arguments, so the call raised a TypeError.
Passing them as None still fails: the fallback datetime.utcnow() is naive, and trestle requires timezone info.
/rest/v1/root_cres and /rest/v1/text_search?text=CRE:<id>: list_to_oscal only built controls for Standards and Tools. A list of CREs left controls empty, which trestle rejects ("at least 1 item"). A CRE with no links had the same problem in document_to_oscal.
Change (application/utils/oscal_utils.py)
document_to_oscal:
uuid and last_modified default to None.
The fallback timestamp is datetime.now(timezone.utc).
Links to doctypes it has no control for are skipped. Previously they appended None.
controls is only set when there is at least one.
list_to_oscal:
New CRE branch that builds the same control document_to_oscal already uses for a linked CRE (_<id>, linking to https://opencre.org/cre/<id>).
web_main.py is unchanged. A CRE with no links now returns a valid catalog without a controls key, since OSCAL doesn't allow an empty list there.
Testing
oscal_utils_test.py: a CRE without uuid/last_modified (checks the generated UUID and the tz-aware timestamp), a CRE with no links, a CRE with an unsupported link type, and a list of CREs.
web_main_test.py: /id, /name, /root_cres and /text_search?text=CRE:... with format=oscal all return 200 with the expected controls, plus a CRE with no links.
Results:
The new tests failed on main with the TypeError and the ValidationError from the issue. With the change, the two files give 66 passed.
Full suite: 1084 passed, 11 failed. The same 11 fail on main on my machine (Windows paths and encoding, file modes, and two live LLM e2e tests).
format=oscal returned 500 for /id, /name, root_cres and CRE text_search.
document_to_oscal now defaults uuid/last_modified, uses a timezone-aware
timestamp, skips unsupported links and omits empty controls. list_to_oscal
builds controls for lists of CREs.
FixesOWASP#1176
OSCAL exports now include controls and links for CRE documents, including CREs without linked standards.
UUIDs and modification timestamps can be omitted when generating an OSCAL document; missing timestamps use the current UTC time.
CRE endpoints return OSCAL catalogs with the appropriate response format and document details.
Walkthrough
OSCAL conversion now supports CRE documents with optional UUID and modification-time arguments, timezone-aware timestamps, and CRE controls in list conversions. Added tests cover conversion behavior and OSCAL responses from CRE-focused endpoints.

Summary
CRE conversion and controls application/utils/oscal_utils.py, application/tests/oscal_utils_test.py
Conversion generates default metadata when values are omitted, uses a timezone-aware timestamp, and adds controls for CRE documents. Tests cover defaults, links, and list conversion.
A root-CRE OSCAL catalog can contain duplicate control IDs, making the export ambiguous. Resolve CRE identity handling before merging.

Explanation
The changes satisfy the coding requirements in [#1176]. document_to_oscal now supplies optional uuid and last_modified values, uses datetime.now(timezone.utc), skips unsupported link doctypes, and omits empty controls. list_to_oscal creates CRE controls with _<id> IDs and OpenCRE links. The reported tests cover the conversion cases and the /id, /name, /root_cres, and CRE text-search OSCAL responses. The Standard and Tool branches remain unchanged in the reviewed file.

Explanation
The reviewed changes are limited to OSCAL conversion behavior and tests for the affected conversion functions and endpoints. The added CRE branch, empty-control handling, timestamp handling, unsupported-link handling, and test coverage directly support [#1176]. No unrelated product behavior is evident.

Keep CRE control IDs unique within the catalog.
If two root CREs have the same external ID but different names, this line gives both controls the same ID. Node_collection.add_cre permits those records because it matches on both name and external ID. The resulting /rest/v1/root_cres?format=oscal catalog has ambiguous control references and violates OSCAL’s document-scoped identifier rule. Resolve duplicate CRE identities before export, or assign distinct, stable control IDs. (raw.githubusercontent.com)
