Stacked on #50 (merged, released as 0.4.0). Consumer: lab-sync/gbg-cloud-infrastructure #234.

Why is this change necessary?

Second half of moving Ec2WithRdp security group rules off aws-native. #50 explains the two failure modes (CloudFormation silently adopts duplicate rules; refresh projects live rules into the native SecurityGroup inputs and the next update wipes the group). After consumers deploy 0.4.0 the orchestrator groups carry no rules; this release restores them on resources that fail loudly instead of lying.

How does this change address the issue?

  • SecurityGroupIngressRuleConfig: description required, ip_protocol is tcp or udp, exactly one of source_security_group_id or cidr_ipv4. Listed on NewSecurityGroupConfig.ingress_rules. Each entry becomes an aws.vpc.SecurityGroupIngressRule. Resource names include protocol, port range and list index, so two rules on the same ports with different sources never collide on URN (the old description-derived names could). Reordering ingress_rules renames rules; Pulumi replaces create-first, so an identical rule under a new name fails with InvalidPermission.Duplicate rather than silently coexisting.
  • Egress-all is back as an aws.vpc.SecurityGroupEgressRule.
  • A new security group (NewSecurityGroupConfig) is now the classic aws.ec2.SecurityGroup instead of the aws-native one, with ignore_changes=["ingress", "egress"] so the standalone rule resources are the only owners of rules. The classic resource revokes AWS's default allow-all egress rule on create; the aws-native one keeps it, and the standalone egress-all rule would then fail as a duplicate. Ec2WithRdp.security_group is the classic type for new groups and stays aws_native.ec2.SecurityGroup (via .get) for ExistingSecurityGroupConfig; consumers only use .id.
  • The instance depends_on the egress-all rule and every configured ingress rule, so first-boot user data, the SSM agent and RDP have their rules in place before launch. ExistingSecurityGroupConfig.depends_on lets a caller do the same for rules it manages on an existing group.

Why classic: the Terraform-based provider calls AuthorizeSecurityGroupIngress per resource and surfaces InvalidPermission.Duplicate as an error, and it tracks each rule by its own sgr- ID, so refresh and delete act on exactly one rule.

What side effects does this change have?

Breaking for existing stacks. Consumers must have deployed 0.4.0 first so the old native rules are revoked; otherwise the classic creates fail on duplicates.

Upgrading replaces the security group Ec2WithRdp created: Pulumi creates the new classic group, updates the instance's securityGroupIds in place (an update of aws-native:ec2:Instance, no replacement; verified on the consumer's prod preview for 59 instances), then deletes the old native group. Anything outside the stack that references the old group's ID must be updated first, or the old group's deletion fails with DependencyViolation. No adoption path: aliases cannot carry state across providers, and the consumer's groups are being rebuilt deliberately.

How is this change tested?

Unit tests: classic ingress rule with SG source, with CIDR source, egress-all on the right group, distinct names for same-port rules, zero native rule resources, the instance's registered dependencies include both rule types, and the validation errors (empty description, no source, both sources, ip_protocol other than tcp/udp). 24 tests pass. The consumer's ephemeral stack deploys a fresh orchestrator with this build (0.5.0.dev2 on TestPyPI, same source as this head).

Other

Release: merge, then run "Publish to Package Registry" with publish_to_primary=true so 0.5.0 lands on PyPI; the consumer re-pins from the TestPyPI dev build to >=0.5.0 before its own merge.

## Why is this change necessary?
`Ec2WithRdp` creates its security group rules with `pulumi-aws-native`
`ec2.SecurityGroupIngress`/`SecurityGroupEgress`, which are
CloudFormation `AWS::EC2::SecurityGroupIngress`/`Egress` under Cloud
Control. Two behaviours of that path have been taking the consumer's sim
environments down since March:

1. **Silent duplicate adoption.** The CloudFormation create handler does
not treat EC2's `InvalidPermission.Duplicate` as a failure
(aws-cloudformation/cloudformation-coverage-roadmap#1534, #612). It
reports success and returns the existing rule's ID. Any two Pulumi
resources describing the same rule end up owning one AWS rule, and
deleting either revokes it for both. The consumer's prod state currently
has 54 rule IDs claimed by 2 to 11 resources and 24 rule IDs that no
longer exist in AWS.
2. **Refresh wipes the group.** The CloudFormation read handler for
`AWS::EC2::SecurityGroup` returns every live rule in
`SecurityGroupIngress`/`Egress`. `pulumi refresh` projects that into the
checkpointed inputs; the next `up` diffs it against a program that
declares no inline rules, sends `remove /SecurityGroupIngress`, and the
update handler revokes all of them. Verified from consecutive prod
checkpoints on 2026-03-26.

The classic `aws.vpc.SecurityGroupIngressRule`/`SecurityGroupEgressRule`
resources have neither problem: the Terraform-based provider raises on a
duplicate and refreshes each rule by its own `sgr-` ID. This is the
first of two releases moving `Ec2WithRdp` there.

## How does this change address the issue?
Transitional release: `Ec2WithRdp` creates no rule resources at all and
`NewSecurityGroupConfig.ingress_rules` is removed. #51 (next release)
re-adds rules on the classic resources.

Two releases are required because of ordering. A consumer deploy must
first delete the native rule resources, which revokes them in AWS,
before classic rules with identical specs can be created; otherwise
every classic create fails with `InvalidPermission.Duplicate`, and
Pulumi always runs deletes after creates within one update. Shipping
both changes in one release would force consumers to hand-edit state.

## What side effects does this change have?
Breaking. After a consumer deploys with this version, orchestrator
security groups created by this component have no inbound and no
outbound rules until the consumer moves to 0.5.0.

## How is this change tested?
Unit test asserts the component registers exactly one security group and
zero aws-native rule resources.

## Summary by CodeRabbit

* **Breaking Changes**
* Version 0.4.0 removes ingress-rule configuration and stops creating
configured ingress rules or an explicit allow-all egress rule for new
security groups.
* Deployments may delete previously managed ingress and egress rules,
interrupting RDP and SSM access. Add replacement rules in a follow-up
deployment.
* Stacks deployed with earlier versions must first deploy 0.4.0 before
upgrading further; otherwise, rule resources may conflict.

<!-- end of auto-generated comment: release notes by coderabbit.ai -->
…e resources

Re-adds inbound rules via SecurityGroupIngressRuleConfig on
NewSecurityGroupConfig.ingress_rules and the egress-all rule, both on the
classic aws.vpc.SecurityGroupIngressRule/SecurityGroupEgressRule resources.
The classic provider fails on a duplicate rule instead of silently adopting
it, and refreshes the rule by its own ID. The aws-native SecurityGroup now
ignores changes to its inline rule lists so a refresh can never project live
rules into inputs and wipe the group on the next update.

…ityGroup

The aws-native SecurityGroup keeps AWS's default allow-all egress rule, so the standalone classic egress-all rule failed on fresh groups with InvalidPermission.Duplicate. The classic SecurityGroup revokes the default rule on create.

…nnot poison later tests

set_mocks only creates the root Stack when none exists, registering it on the current test's event loop. When a pure config-validation test ran first, that loop never ran and the root's URN stayed unresolved on a closed loop, failing every later Pulumi test with 'attached to a different loop'. The failure depended on pytest-randomly's order.
…xist

The classic security group starts with no rules, and the instance only depended on the group ID, so it could launch before the egress-all and ingress rules were created, leaving first-boot user data and the SSM agent without outbound access.
… resources

An instance on an existing security group only depended on the group ID, so it could launch before that group's egress rule existed. depends_on lets the caller hand over the rules the instance must wait for.
