Why is this change necessary?

Ec2WithRdp creates its security group rules with pulumi-aws-native ec2.SecurityGroupIngress/SecurityGroupEgress, which are CloudFormation AWS::EC2::SecurityGroupIngress/Egress under Cloud Control. Two behaviours of that path have been taking the consumer's sim environments down since March:

  1. Silent duplicate adoption. The CloudFormation create handler does not treat EC2's InvalidPermission.Duplicate as a failure (AWS::EC2::SecurityGroup Egress duplicate rules causes unintended deletion aws-cloudformation/cloudformation-coverage-roadmap#1534, #612). It reports success and returns the existing rule's ID. Any two Pulumi resources describing the same rule end up owning one AWS rule, and deleting either revokes it for both. The consumer's prod state currently has 54 rule IDs claimed by 2 to 11 resources and 24 rule IDs that no longer exist in AWS.
  2. Refresh wipes the group. The CloudFormation read handler for AWS::EC2::SecurityGroup returns every live rule in SecurityGroupIngress/Egress. pulumi refresh projects that into the checkpointed inputs; the next up diffs it against a program that declares no inline rules, sends remove /SecurityGroupIngress, and the update handler revokes all of them. Verified from consecutive prod checkpoints on 2026-03-26.

The classic aws.vpc.SecurityGroupIngressRule/SecurityGroupEgressRule resources have neither problem: the Terraform-based provider raises on a duplicate and refreshes each rule by its own sgr- ID. This is the first of two releases moving Ec2WithRdp there.

How does this change address the issue?

Transitional release: Ec2WithRdp creates no rule resources at all and NewSecurityGroupConfig.ingress_rules is removed. #51 (next release) re-adds rules on the classic resources.

Two releases are required because of ordering. A consumer deploy must first delete the native rule resources, which revokes them in AWS, before classic rules with identical specs can be created; otherwise every classic create fails with InvalidPermission.Duplicate, and Pulumi always runs deletes after creates within one update. Shipping both changes in one release would force consumers to hand-edit state.

What side effects does this change have?

Breaking. After a consumer deploys with this version, orchestrator security groups created by this component have no inbound and no outbound rules until the consumer moves to 0.5.0.

How is this change tested?

Unit test asserts the component registers exactly one security group and zero aws-native rule resources.

Summary by CodeRabbit

  • Breaking Changes
    • Version 0.4.0 removes ingress-rule configuration and stops creating configured ingress rules or an explicit allow-all egress rule for new security groups.
    • Deployments may delete previously managed ingress and egress rules, interrupting RDP and SSM access. Add replacement rules in a follow-up deployment.
    • Stacks deployed with earlier versions must first deploy 0.4.0 before upgrading further; otherwise, rule resources may conflict.

CloudFormation-backed SecurityGroupIngress/Egress resources silently adopt
an existing identical rule instead of failing, so two Pulumi resources end
up owning one AWS rule and deleting either one revokes it for both. This is
the transitional release that removes rule management entirely; the next
release re-adds rules on the classic aws.vpc.SecurityGroupIngressRule and
SecurityGroupEgressRule resources.

BREAKING CHANGE: NewSecurityGroupConfig.ingress_rules is removed and the
egress-all rule is no longer created.

📝 Walkthrough

Version 0.4.0 removes ingress-rule configuration and ingress and explicit egress rule creation for new security groups. Unit tests verify that a new security group is created without rule resources.

Changes: Security Group Rule Removal

Layer / File(s) Summary
Remove security group rule resources
src/lab_auto_pulumi/ec2.py, tests/unit/test_ec2.py, pyproject.toml, CHANGELOG.md
NewSecurityGroupConfig no longer accepts ingress rules. Ec2WithRdp no longer creates ingress rules or an explicit allow-all egress rule for new security groups. Tests assert that the configuration creates one security group and no rule resources. The project version and changelog record release 0.4.0.

Merge Risk: 🟡 Moderate · up to 1ee2a

Upgrading affected EC2 stacks removes their RDP access rule, leaving instances unreachable over RDP until replacement rules are deployed. Make the migration safe before merging.

Security architecture risk: 🟡 Moderate · up to de395

The change addresses unsafe shared ownership of network rules, but deployment intentionally removes the component-managed rules before replacements are available. Continued management access and safe recovery depend on consumer-managed connectivity that has not been demonstrated. No new attacker-access path is established.

Retained concerns

  • Medium · reliability · inferred: The transitional update withdraws managed network rules without an established connectivity and recovery precondition. Given the documented shared-rule ownership defect, deletion can also revoke a rule represented by another owner. Consumers lacking an independently verified alternative can lose access needed for management or recovery; safe behavior through interrupted updates and rollback remains unproven.
Security review details

Security Blast Radius

  • inferred — The direct scope is security groups whose native rules were declared by upgraded component deployments. Rule revocation can affect other instances using those groups and other declared owners of an identical AWS rule. Actual account, environment, and dependent-instance counts are not established.

Trust Boundaries and Controls

  • observed — The changed test is a mocked provisioning assertion, not a remotely reachable application entrypoint. The production change removes network-rule provisioning rather than adding an inbound allow rule; effective deployed exposure still depends on provider defaults and consumer-managed groups.
  • observed — The PR reports that one consumer keeps an existing open any/any group attached during the transition. This is a consumer-supplied mitigation claim, not verified deployment evidence, and does not establish that this PR adds or broadens that group's exposure.

Resilience and Maintainability Implications

  • inferred — Withdrawal of the explicit egress rule may affect SSM management connectivity unless another effective route and policy preserve it. The unchanged descriptive text about SSM access is not an enforcement mechanism or proof of default egress.

Hardening Proposals

  • proposed — Define a per-environment migration precondition that inventories shared rule ownership and verifies narrowly scoped management connectivity before deletion. Specify completion checks, interrupted-update recovery, rollback expectations, and removal of temporary access after replacement rules are verified.

🩺 Stability & Availability | 🟠 Major | 🏗️ Heavy lift

Keep RDP access during the security-group migration.

When an existing stack uses NewSecurityGroupConfig, this update removes its component-managed ingress resources. The generated security group remains attached to the instance, but the configuration provides no replacement ingress resource. AWS therefore removes the RDP rule, leaving the instance unreachable over RDP until a later rule deployment.

Do not publish the generated security group without an access rule. Retain the existing rule resources in this release, or provide a migration path with a temporary non-duplicate RDP rule before removing them. Remove the native rules only when the replacement migration is deployed.

Deploying the transitional release deletes the previously managed security group rules and interrupts RDP and SSM. Document the required order: upgrade first, then add replacement rules, never pre-create identical ones.
