test: unit coverage for managed secrets and console shell (spec 013 US4) - #677

secrets_managed_test.go covers upsertLabelledSecret and deleteManagedSecret on a fake clientset: create, merge-patch of a labelled Secret, refusal of an unlabelled one, label-gated delete, and propagation of Create/Get/Patch/Delete errors. ConsoleShell.test.tsx covers every status label, send/trim/empty input, history recall with draft restore, the 100-entry cap and the toolbar buttons. T051-T052. They now use pure fake timers advanced with advanceTimersByTimeAsync inside act, like the newer T184 test in the same file. The CaptureWidget download-button test asserted the button was enabled before the capabilities query had resolved (#672, #684); it now waits for that.
