feat(mcp): add task execution and submission tools - #686
Expand the independent MCP adapter from 90 to 108 fixed public tools for task execution, submission preparation, contributor work context, submissions, and manager reads.
Updated package contents, MCP CI, README, roadmap, and Commitrail status.
Design Chosen
The adapter forwards each caller bearer unchanged and performs no local authorization. Caller-supplied mutation keys are forwarded once; Workstream owns replay and lifecycle state. Claim never starts a task. Preparation bytes are decoded once and forwarded as a bounded application/zip body. Malformed reads fail closed and unverifiable mutation success is reported as uncertain.
Alternatives Rejected
A generic HTTP tool, because it would expose arbitrary routing.
Generated idempotency keys or automatic retries, because replay belongs to Workstream and mutation outcomes can be uncertain.
Local authorization or task state, because Workstream is authoritative.

Product Behavior
Product behavior changed: the MCP catalogue now exposes 108 tools, including the 18 WS-MCP-002-12 bindings.
WS-MCP-002-13 still owns the final 20 task-operation/import tools.
Follow-Up Work
WS-MCP-002-13: task operations and imports, bringing the product catalogue to 128.
Assembled release proof after the complete catalogue is merged.
Human Review Focus
Please inspect fixed route/header/status mapping, preparation ZIP bounds, claim/start separation, submission-admission binding, uncertain execution behavior, and token privacy.
@Abiorh please review when convenient.

Summary by CodeRabbit
New Features
Expanded the MCP tool catalogue from 90 to 108 tools with task details and guidance, task lifecycle actions, submission requirements and history, and management views.
Added submission-bundle preparation and admission-backed submission workflows, including preparation status and results.
Added support for guide-document downloads and submission bundles up to 64 MiB.
Mutation outcomes that cannot be verified are reported as uncertain rather than automatically retried.
Documentation
Updated the adapter guide and roadmap to reflect the expanded tool catalogue and workflows.
The MCP adapter adds 18 task-execution and submission tools. It defines their input and output contracts, routes calls to fixed Workstream API operations, validates responses, and updates catalogue checks, packaging, and documentation.
The adapter constrains task and submission inputs, decodes bounded preparation uploads, defines tool metadata, and registers the tools. Tests cover schemas, dispatch, uploads, and failure responses.
Fixed gateway routes and response binding mcp_server/workstream_mcp/http_gateway.py
The gateway maps tools to fixed API routes, forwards caller headers and ZIP bytes, validates response schemas and identifiers, and reports mismatched mutation responses as uncertain.
CI checks the contracts and 108-tool catalogue. Package metadata includes the added contracts. Documentation and initiative records update the catalogue count, tool scope, transfer limits, and remaining work.
A summary or attestation ending in a newline passes validation but then fails during upload. The caller is told the outcome is uncertain, although nothing was sent. This affects a narrow input case and is easy to fix. The rest of the 18-tool change shows no concrete merge-blocking problem.

Explanation
The title "feat(mcp): add task execution and submission tools" matches the main change. The PR adds 18 task-execution, preparation, contributor work-context, submission, and manager-read tools to the MCP adapter, which brings the catalogue from 90 to 108 tools. The title is specific and follows a conventional commit style. It omits the 108-tool count and the bounded ZIP upload detail, which is acceptable because it need not cover every detail.
Full details: Description check
Explanation
The PR description follows the required Workstream PR Trust Bundle template and is substantially complete. It states the change (WS-MCP-002-12), goal (expand the MCP adapter from 90 to 108 tools), linked Commitrail and initiative records, what changed, design choices, rejected alternatives, scope control (allowed files and no files outside scope), product behavior, commands run, result summary, acceptance criteria proof, test delta, reviewer results with reviewed SHA, CI and gate integrity checklist, remaining risks, follow-up work, and human review focus. Minor gaps: the Reviewed at timestamp and Reviewer run IDs fields are absent, the External Review section is brief, and the Commands Run block does not include the exact test invocation output for the wheel and package checks beyond what is listed. The Remaining Risks and Follow-Up Work sections are populated. Some of the description's claims (814 vs 816 test count) differ from the result summary (816 passed), which should be reconciled. The description also lists 'Allowed Files Changed' as including the Commitrail index and roadmap, which is consistent with the file summaries.
