Complete the current public Workstream product catalogue by expanding the independent MCP adapter from 108 to 132 fixed tools.
This is stacked on #686. Review this PR after, or relative to, that dependency; once #686 merges, GitHub will reduce this diff to the WS-MCP-002-13 commit.
Captured 24 tamper-evident OpenAPI snapshots from current main at f04313855.
Added bounded exact-byte task-import source upload/read handling with integrity projections.
Added selector binding, model project/body binding, safe mutation uncertainty and exact 132-tool catalogue checks.
Updated package contents, MCP CI, README, roadmap and Commitrail status.
Why It Changed
The earlier plan expected 20 remaining tools and a 128-tool total. Current OpenAPI contains four additional public model operations, so this bounded slice includes all 24 uncovered product operations and reaches 132 tools. Both health routes remain excluded as operational liveness.
Design Chosen
Each tool owns one method/path/status tuple. The adapter forwards the caller bearer unchanged, performs no local authorization, generates no replay keys and never retries mutations. Workstream remains authoritative for identity, authorization, idempotency, lifecycle and storage. Import content is decoded once, bounded to 8 MiB and forwarded as exact application/json bytes.
Alternatives Rejected
A generic HTTP tool, because it would expose arbitrary routing.
Local authorization, replay state or import storage, because Workstream owns those decisions and records.
Leaving the four newer model operations out while claiming current catalogue completion.

Summary by CodeRabbit
New Features
Expanded the MCP catalogue to 132 tools, covering project and task discovery, task management and execution, submissions, task imports, audit information, service actors, and model operations.
Added access to task guide documents, submission requirements and history, and task-import sources and batches.
Added submission-bundle preparation with documented upload size limits.
Documentation
Updated the MCP guide and roadmap with the expanded catalogue, supported operations, and file-size limits. Assembled release proof remains outstanding; the adapter is not yet a public deployment or certified release.
The MCP adapter expands from 90 to 132 tools. It adds bindings for task execution, submissions, project and task management, imports, audit, service actors, and model operations, with API contracts, validation, tests, packaging, and catalogue checks.

Summary
Task execution contracts and bindings mcp_server/contracts/{task_*,preparation_*,submission_*,preparations_list.json}, mcp_server/workstream_mcp/{schemas.py,http_gateway.py,limits.py}, mcp_server/workstream_mcp/tools/task_execution.py, mcp_server/tests/test_task_execution*
Adds 18 task-execution tools for task and work-context reads, task transitions, guide-document reads, submission preparation, and submission history and creation. Inputs and responses are validated against fixed contracts. Preparation accepts bounded Base64 ZIP data; guide-document reads use a binary response path.
Task execution wiring and documentation mcp_server/workstream_mcp/server.py, mcp_server/README.md, .commitrail/initiatives/WS-MCP-002/WS-MCP-002-12.md
The server lists and dispatches the new tools. The documentation records idempotency-key handling, preparation bounds, claim/start separation, and mutation outcomes.

Summary
Operation contracts and schemas mcp_server/contracts/{projects_list.json,management_*,operational_*,audit_*,task_import_*,service_actor_create.json,project_model_*}, mcp_server/workstream_mcp/schemas.py
Adds contracts and input/output schemas for 24 project-list, task-management, audit, import, service-actor, and model operations.
Operation dispatch and validation mcp_server/workstream_mcp/http_gateway.py, mcp_server/workstream_mcp/tools/task_operations.py, mcp_server/tests/test_task_operations.py, mcp_server/tests/test_task_operation_contract_drift.py
Adds fixed route dispatch, selector and response checks, and bounded task-import source upload and read handling. The tests cover tool catalogues, forwarding, input rejection, response validation, and contract drift.
The server catalogue and package include the added tools and contracts. Workflow checks require 132 unique tools and run both new contract-drift suites. Project records and documentation update the tool count and current initiative boundaries.

The recovery-child operation now accepts server-filled slot defaults. Its test should also check the forwarded request, but the remaining coverage gap does not block merging.

The _request stub accepts any arguments and builds its response from the closed-over body. The test can pass even if the adapter adds slot_index before sending the request. Assert that kwargs["json_body"]["slot"] equals the input slot and omits slot_index.

@Abiorh, all three CodeRabbit findings are addressed in 85ab45a, including a regression test for the recovery-slot default. The full local MCP suite passes: 874 passed, 5 skipped, 92% coverage. The remaining Agent Gates failure is only COMMITRAIL_MULTIPLE_CHANGE_RECORDS because this PR is stacked on #686. Once #686 merges, I will rebase #687 onto main and rerun CI.
Follow-up CodeRabbit nit addressed in 1772a02: the regression test now proves the outbound slot is forwarded unchanged and does not add slot_index. Focused task-operation tests pass (33 passed), with Ruff and strict mypy also green.
