Roll tiled pods on ConfigMap change

Adds rollOnConfigChange (default true). When it's on, the tiled pod template gets a checksum/config annotation holding a hash of the ConfigMap, so helm upgrade restarts the pods whenever the config changes. See Automatically Roll Deployments.

Set it to false to leave the pods running when the config changes.

#11 (envoy) is stacked on top of this.
