Validation

Explorer findings are unrelated to this change: team sorting/person metrics and singular DAG wording use unchanged code and fixtures. The issue-title finding compares PR titles with linked Linear issue titles (app/reviews/page.tsx renders PR titles). The explorer's comment reporter also hit the unchanged workflow's read-only-token permission; artifacts and the job succeeded. These were not changed or silently treated as fixes.

Proof

Ran the real notify("stale", ...) path locally with the committed upstream fixture double and a loopback HTTP webhook receiver. Preview notifications cannot send from the hosted app, so this exercises delivery without posting to Slack.

The attached screenshot is the actual webhook receiver's response containing the received message: Urgent/High → Other PRs → stale issues. The Other PR has 199 additions, 55 deletions, and a 23-day review request. Delivery returned sent; retry returned already-claimed. Proof files are outside Git; the local receiver and browser were closed.
